Visa-Free Entry Is Not Permission to Work

A passport that opens 180 destinations opens them for visits. Entry and the right to earn are separate permissions, granted under separate rules, and the mobility score on this site measures only the first.

This is the most consequential misreading of passport ranking data, because the penalty is not a refused form. It is removal, a re-entry ban, and in some jurisdictions a penalty on the person or company who engaged you.

Why the two get confused

The entry stamp is the visible event. Nothing at the border announces what you may do once inside, so travellers reasonably infer that admission settles the question. It does not. Admission answers may I be here. A work authorisation answers may I earn here, and it is usually issued by a different authority through a different process.

The question that actually matters

Not "where is my employer?" and not "where is the money paid?" — though both can be relevant. The question most destinations ask first is simpler:

Are you performing productive activity while physically present here?

That framing is why several common assumptions fail:

The line between a permitted business visit and prohibited work is drawn differently in every jurisdiction, and it is drawn narrowly more often than travellers expect.

Remote work specifically

Remote work for a foreign employer sits in genuinely unsettled territory. Some countries have created explicit routes for it. Some tolerate it in practice without having legislated. Some treat it as straightforwardly unauthorised employment.

Three things are true at once, and all three need stating:

What this article will not do is list those countries with their current conditions. Income thresholds, fees and eligibility change often, and a list compiled today misleads within months. Check the destination's own immigration authority, and treat any third-party list — including a current-looking one — as a starting point for that check, not as a substitute for it.

Where the line usually sits

Generalising across jurisdictions is risky, but the pattern is recognisable. Commonly permitted on a visitor entry:

Commonly not permitted without authorisation:

The boundary between "attending a meeting" and "delivering a service" is where most disputes sit, and it is decided by the destination, not by the traveller's description of the trip.

What this means for the data on this site

The mobility score counts destinations you can enter without arranging a visa in advance. It is a measure of visiting friction. It does not — and cannot — tell you:

A passport at rank 5 and a passport at rank 95 can face identical work authorisation requirements for the same country. Mobility and labour-market access are not correlated in the way the single number invites you to assume.

This is set out in more detail in what a passport ranking measures.
